Skip-tracing and investigator databases

Some data brokers don't run a public search site. They sell locate data (current addresses, phones, relatives, vehicles, court records) to businesses and agencies that find people for a living. Their opt-outs work differently from a people-search site's.

Who these databases serve

Thomson Reuters lists the customers of its public-records products, including CLEAR, as “law enforcement agencies, welfare agencies, accredited financial institutions, law firms, and corporate compliance and fraud prevention teams,” and the uses as including “investigating crimes, locating victims, performing due diligence, providing welfare benefits, and detecting fraud.” LexisNexis says its restricted public-records products are available to “commercial and government entities that meet credentialing requirements.”Source: Thomson Reuters, Public Records Privacy Statement, read 2026-10-05Source: LexisNexis Risk Solutions, opt-out information, read 2026-10-05

Why the opt-outs are narrow

A people-search site will usually take an opt-out from anyone. These companies mostly don't. Thomson Reuters says that unless required by law it “typically only” honors suppression requests from judges, public officials and law enforcement, or from people who show the data puts them at risk. LexisNexis offers suppression to public officials, law enforcement and private individuals “at risk due to threat of personal safety or where allowed by law,” with documents such as a protective order or police report.

The Fair Credit Reporting Act is the other limit. LexisNexis says it “generally does not suppress personal information from products or services that are available to law enforcement entities and products regulated by the Fair Credit Reporting Act.” California's DROP platform also leaves FCRA-covered data out of scope (see our DROP guide).

What you can still do

  • If you live in a state with a consumer privacy law, a deletion or opt-out request under that law may reach data the eligibility rules above would not. Each guide below lists the request route our registry recorded.
  • If you qualify for a safety or public-official suppression, gather the documents first: each company lists what it accepts.

Removal is not guaranteed. Some of these companies will tell you a product is exempt.
